Is there a way to cause new pages to inherit the permissions of their parent page?  The only thing I can think of is to create a hidden template under the parent page with the settings I want and then do a copy of that page rather than creating a new page.

This is not possible with current implementation but this has been asked a couple of times and I think (I hope) this will make into the core sooner or later. I also think this would be a good feature.
In the meantime what you propose is a viable option.

Actually no, copying does not copy the permissions either.

My problem is that if someone creates a new page under one for which they have permission and if they forget to check the edit page permissions, they are then unable to edit the page.
