I have created a links module that I want to appear on every page of the site. When I navigate to the register user page or the login page or an administration page then the links module disappears.

Why is this? How can I get the links module on every page?

You cannot add these links to the Administration pages (or at least not without some programming skills which I can't help you with), however you can easily have them display on the Login and Register pages.

To do this create your own Login and Register pages, ensuring your Login page has the Account Login module on it and the Register/User page has the User Account module on it. You can then set these to be used on your site under Admin > Site Settings > Advanced Settings > Page Management.
