I don't see it either.  I logged in and don't see the 'design' view.  I'm using IE7.  What page did it appear?  Maybe, it was a config issue that was fixed already.

Uh... take that back.  When I first logged in, I was on the Forums page.  After loggin in, retruned to the forums page, and it the design elements did not show.  I replied to the post. Went to the Home page, and now the design elements appear as you describe.  Still think it's a page config issue, but it may be a skinning issue, as other pages are showing the same thing.  No ability to modify, but it does show the elements of the layout.

I can see it in IE 6 and firefox 1.5., but only while logged in.

I have seen it when logged in with both IE 6/Win XP and FireFox 2.x/Windows Vista
