How can I let a (not Administrator) User to manage all the (not administrator) Users?

In particular, I need a User to Authorize the self-subscribed users in Private-mode.

So I need either:
1) A "User Accounts" module, like the one the Administrator can access from "Admin" (but hiding administrators) or
2) A way to limit an Administrator account (leaving only the User Admin)

Is this possible?

Im using 4.5.1 and are wondering the same question.

This is not possible out of the box with DNN.

I am not sure if any of the third party registration modules offer this functionality, otherwise you would need to build a new module to provide your desired functionality, which most likely wouldn't be that difficult.

Yes, I've been through a lot of forums now, what I've found is that there are a couple of people out there thas asking for this kind of functionallity.

Had a look at your website, is it of interest for you to develop such a module?

That is something that I could look into building.

Send me an e-mail and let me know EXACTLY what these non-admin users should be given the permissions to modify and I will take a detailed look at what it would take to build something for you.
