I want to send email to users that includes a link to a page on my site.  To do this, I add the string returned from NavigateURL(pageTabId, String.Empty, strParams) to the body text of the email.  When FriendlyUrls are turned on, the returned string is the fully formed link to the page (e.g., http://www.mydomain.com/Name/tabid/89/param1/param1value/Default.aspx).  However, if I turn FriendlyUrls off, the same call returns with a string that lacks the http:// and the host but has the rest of the (unfriendly formatted) link (e.g., "/Default.aspx?tabid=89&param1=param1value").  I would have expected it to return http://www.mydomain.com/Default.aspx?tabid=89&param1=param1value.

I was able to work around this by checking whether FriendlyUrls are turned on /off (using "if (PortalSettings.HostSettings["UseFriendlyUrls"].ToString() == "Y") { ... } ") and returning the results of either a direct call to NavigateURL(...), or by calling Globals.AddHTTP(Request.Url.Host + Globals.NavigateURL(...)).

Shouldn't NavigateURL return the full link regardless of whether FriendlyUrls is turned on/off (albeit differently formatted)?  If not, is there a better way to build a link that works in both situations?
