You can obtain personalization on a per role basis, not per user. Security access to pages and modules is configured on roles.
Unless you develop a custom module where YOU decide what each user will see.

Somewhere in your data tables you will save who's assigned to each task. You can use eithere UserID or UserName. When you develop a module you will inherit from PortalModuleBase which exposes a property UserInfo will all the necessary data about logged in user.

If you put this module in a page that can only be seen by registered users you can be sure this property will always get the info the current logged in user.
