How are you handling authentication?  I presume your private portal requires login, right?  If so, are you logged in as the SAME USERID in both portals?  By default each portal has its own users.  username1 in portal0 will not have the same rights as username1 in portal1.  You will have to make sure the requesting userid from the public portal has rights to see content on the private portal. 

I imagine the reason it works in reverse is the public portal doesn't care who the user is so a logged in user in the private portal would have permission to see content in the public portal.

Hi Mitchel and professorcw1,

First, thank you so much for your responses, which, I think, are taking me closer to the answer.  From professorcw1's post, I realized that I used the wrong term "private" and "public" in my first post, and I would like to correct my first post. Actually what I wrote "private portal" is "public portal" [in DNN term] where users have to register and login to access the members' exclusive contents. The 2nd portal is a "none" portal (no registration): contents are accessible to all users.

I did a giggle experiment, and I found an interesting result: I logged in the "none" register portal and did a search, guess what, all the found items from both portals were displayed as expected.  Does this give you any clue? Thanks

The Problem is solved.

For someone who would be interested in the solution, the code that filters out the unrelated search results is in the class DotNetNuke.Services.Search.SearchDataStore. I overided the function that filters out the search result to get the results from both portals.
