Looks like version 4.5 is still using the out-dated, quirksmode HTML doctype:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

One thing I always do when I install a new DNN release it hack up the Default.aspx so that it uses XHTML Transitional:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

Any chance we see a jump to XHTML, or at least standards mode HTML, in DNN 4.6?  Am I the only one who cares about this?

Hi csi95, i care for this issue too, can you assist us with how to change DocType ? Do we need to edit default.aspx file? Or some other core files?

Here is a method for changing the Doctype in 4.4 and above:

DotNetNuke 4.4 DocType

DotNetNuke Modules from Snapsis.com

Changing DOC Types is no longer a hack (since 4.4), read John's link.

Alot of people care about compliance. If you're looking to do it NOW, check out John's PageBlaster module.

You know, I didn't even think of PageBlaster for this, but it's perfect.  Mostly it seems to get used for search engine friendly URL's, but it can replace anything so it's an easy way to manage this.
