One last info before going to bed...
I have reverted to DNN 4.4.1, and everything is working well. If I upgrade, I have the problem again...
Did I do something wrong during upgrade ???

1/
I stop the website
2/
I backup everything
3/
I unzip the "DNN 4.5.0_upgrade.zip" into the root.
4/
I compare release.config and previous web.config (modification are here)
5/
I include the new web.config
6/
I start the website
7/
I surf to the address and everything is installing well... No error

I have this problem again...  Now I am waiting for a wonderful idea, otherwise I will be obliged to stay in 4.4.1 for the rest of my life, because the web has too much content into it to migrate all the data...

UP.
Any idea ?

I have tried to look at the tables:
- Files
- FolderPermission
- Folders
But I am not strong enough to find something interested, excepted that I compare a DNN 4.4.1 and DNN 4.5.0 to check what could be the problem of file permission. To my opinion, the only difference is the following:
Table FolderPermission contains a new field in  4.5.0: "UserID" which was not there in 4.4.1. This field is (NULL)

I am ready to make any test, if you have ideas.

My hosting provider just informed me that he done everything which was possible on his side (recurse right, propagation, etc...).
Everything was ok, he thinks that it is linked to DNN rights, but he can not give me additionnal details.

I have looked again the tables, I do not see any big differences between the tables Files/FolderPermission/Folders

Are they other tables I should look at ? And trying to modify ???

OK.  I had the same problem on a fresh install of DNN 4.4.1 on HOST Vendors but not ADMIN Vendors. 

It looks like the HOST file manager does not automatically synchronize the file system.  Once you sync the file system, the problem goes away. 

Go to HOST/File Manager and click the Synchronize link at the top.  You should see some default files in the file list after you do this that were not there before.  Then try the host vendor banner setup.

THANKS A LOT for helping me wallew.
But I feel alone with my problem... I tried what you told me, without success ! Where is my mistake. Could you have a look to my screen capture and tell me if I done something wrong ???

I do 1, then 2 and 3... I click on recursive to be sure that it is applied everywhere, but no success. I tried also to untick recursive, but no success... Any idea, do I do something wrong ???
