Aha... the guy in this thread just gave me an idea of what the issue might be... will direct him to this thread to followup:

I bet the container you have specified ( or may suppressing container ) is not showing an Actions Menu.  Can you try assigning one of the default containers, just to see if this is it?

I'm having the same problem. I created a new role just as you have suggested and applied the appropriate settings as above. but a user assigned as Role.Editor does not see the Edit functionality to add new items to the module. however assigning the user to one of the default roles will work in the proper way. So it seems the new role created is not being recognised correctly?

In the case of the last gentleman in this thread... it turned out to be a problem with the module container.  Can you try using a container from one of the basic DNN_<color> skins and see if this behavior changes?

Thank you Scott for your help, it was the skin causing the problem and setting the cache for that module to 0 is also a good work around for me.
