I did a DNN 4.5.1 install, and one of the files must not have transferred by ftp. When logged in as admin, everything is fine. When logged in a host, I am missing the drop down menu on every module (the menu that gives settings, lets you move the module between panes on the page, etc.). Can someone identify for me which file(s) I need to re-upload?

I would double check the "Mode" setting on the control panel (At the top of the scrreen), make sure it is set to "Edit"

it happens, I have also noticed that if for some reason the page has a javascript error that the option will get reset...
