With the user profiles how do I create a dropdown list of options for users to select in their profile?

This is not part of the standard Core Profile Module.  You have to change the programming of the Profile ore making your own Profile Module.

AFAIR you can add a new property with a type of "list", and control the contents via the lists UI (see http://www.dotnetnuke.com/Community/Blogs/tabid/825/EntryID/479/Default.aspx for some details). Alternatively as Matthias suggests you can create your own property editor control, see http://www.dotnetnuke.com/Community/Blogs/tabid/825/EntryID/457/Default.aspx
