I looked here and everyone has a problem upgrading, I need to upgrade my DNN3.1 and since there will be no more DNN3 coming out I need to change to DNN4, but I know that DNN 4 uses different database than DNN3 am  I going to have difficulties upgrading? I used to upgrade once from DNN3.1 to last DNN3 with no problem is it going to be that same? or should I ask someone who  knows how to do it right?

One thing to keep in mind as you read the forums is that people normally don't come to the forums and post unless they have a problem.  If you look at the number of people who have reported problems it is much smaller than the number who have success and don't encounter any issues with installation or upgrade.  People who encounter success generally don't take the time to report it, which is as it should be.  So, does this mean you won't have problems?  No.  But it also doen't mean that you will either.  The only way to know is to create a backup on a local machine and then try to perform the upgrade on the backup copy.  This is the only way to know for sure if your site will encounter any difficulty with the upgrade.

make sure, you start with a complete backup of your database and  installation folder and if you are using 3rd party modules, check for upgrades available and associated instructions. You can find some general upgrade instructions here.

I don't have a reference right now, but keep looking here in the forums (or Google using site:www.dotnetnuke.com).  Someone posted a recommended procedure to upgrade from 3.x versions to 4.x using intermediate versions.  In other words, don't go directly from 3.1.1 to 4.5.1.  I know it looks like more work but it may go smoother this way.  Third party modules are almost always a problem also.

In any case, do test it in a copy of the site first.

I recommend the following....after doing multiple upgrades like this myself.

1.  Make a FULL backup of your site and database, just in case!

2.  Setup a test environment to test the entire upgrade as you go (Yes you will end up doing everything twice but it will prevent you from needing the backup created in step 1.

3.  I would first upgrade to the most recent version of 3.x, then do the upgrade to 4.5.1

4.  Also as mentioned be sure to check for compatability with your third party modules.
