User personalization here means that site owners can grant users in specific roles permission to create and manage their own photo albums  automatically. I would like to know if this function is on the roadmap or not. If the answer is yes, when will it be implemented?

At the momemnt I think the roadmap only has 2 items on it.  Item 1 is to get a stable version of the gallery out there.  Item 2 is to finish the convertion to the DAL (database) as a storage means.

You are welcome to help out and make changes to reflect new features, and we will certainly look at them and incorporate appropriate parts.
