Is there any way to query the DNN framework as to the actual disk location of its various folders, like Bin for example?

NOt sure about "various" folders, but you can use -

portalsettings.HomeDirectoryMapPath

- to get the path to the current folder.

From there you could go up two folders and down to \bin.
