When I give a individual user, view rights to a folder I expect  that the files in that folder when added to the document or link module would be visible to that user but they aren’t.

I'm having a similar issue where I am unable to change rights on any of my pages or modules.  When I try to add View/Edit rights to a user, or to remove them from All Users, then click <Update>, then return to settings... none of my changes have taken effect.  It's extremely frustrating.  Any ideas?
