When you are in the Forum Administrator and then select Manage Forums/Groups, you are then shown the list of Forum Groups. Next expand the tree for a Forum Group that has a forum. If you then click on the checkbox to disable the forum, the checkmark is not removed from the checkbox. However, if you then click on the pencil to edit the forum, the next screen shows the checkbox without the checkmark so you know that your change took effect. This same thing happens when you are trying to enable a forum.
