since by default new user will be automatically authorized, can we customize it so that new users will not be automatically authorized?

I don't think you can prevent them from becoming Authorized, but can you expand on why you are trying to do this? There may be other solutions, like the creation of a role that you can add them to after you have confirmed what you need.

You can also control the pages people are sent to after they login, register, and logout. So you may be able to explain to them that they ahve been authorized, but some type of review is pending.

My thoughts.

In Admin > Site Settings you can set registration to private and new registrations will not be authorized until you do it manually.
