You never need to give write or modify permissions to the IUSR account.  In fact it is a security risk.  You should give write permission to the NETWORK SERVICE or ASPNET account instead.

Well, start from the beginning.
If I did not give the right of "Modify" user IIS_IUSRS is the first time you open the portal, when it comes to checking the file permissions - it does not pass. And he said to set right "Modify" for the user NETWORK SERVICE.

Strange as it ...

P.S.: Sorry for my bad English.

I've found the same problem.  I'm installing on a windows server 2008 machine the 4.9 version of DNN.  I've setup permissions in the root folder for Network Services with full access.  I just added IUSR with basic priviledges aswell but that made no difference.  Anybody know how to solve this?

Something slightly different to the above problem was the path given for DotNetNuke.config was

C:\Inetpub\wwwroot\\DotNetNuke.config
