You might be quicker finding the relevant area of the DNN tables ; ) but i'll add the issue to the public bug tracker and update this thread with the link

Update:

The bugtracker has been updated sorry the title isn't catchy but "it does what is says on the tin" http://support.dotnetnuke.com/issue/ViewIssue.aspx?id=5809

Thanks for the explanation.

I am having a lot of trouble downloading files that were uploaded with any of a number of document/file manager modules.  I suspect that there is an issue on how linkclick.aspx checks the permissions, but I don't know where to look for permissions or how to change them.  This is happening even if I am logged in as Host.

Are you able to download any files from DNN either using the link module, or the file manager itself?

What permissions have you set in the file manager in the security settings section?

I cannot download any files using the filemanager or the links module, or the repository module.  It doesn't seem to matter how I set the permissions for a particular folder.

I have granted view and edit permissions "all users" - but even  as the administrator I get an error when I try to download a file.

In Firefox the correct file name appears in the download manager dialogue and the download looks like it is about to procede normally but errors out after a few minutes with a "cannot read the source file" message.  In Ie, an error page gets generated.  I have no problem uploading files and I have no problem with a direct link using HTML.
