If I change the "Template" under settings will it change for All announcement modules or only for the Announcement module that I clicked "settings" on?

it will change only for the module you are applying the setting to.

is there a way to change the default template so that all new (and perhaps even existing) annoucement modules use that from then on?

Yes change it from the language editor. The template is stored in the language resources for the module. It may be modified at three levels.

  1. Individual module instance. Done in the settings of a specific module.
  2. Portal-wide. Each new instance within a portal will use the template. It's done from language editor at the portal level (Admin menu)
  3. Host-wide. Each new instance in all portals of a DNN install will use the template. It's done from language editor at the host level (Host menu)
