I downloaded DotNetNuke_4.4.1_Install and there is admin>security>register.ascx file.

I have just downloaded DNN 4.5.3 which i am currently running and you are right there is no register.ascx in the admin/security folder.  I can only assume that they have dispensed with this file and renamed it for all clean installs.

I would imagine that DNN had to keep this file or least its name for all upgrades

I am sorry for giving you incorrect info but am glad you have it sorted.  Should you wish to upgrade to DNN 4.5.3 your regsiter.ascx will remain

I installed DNN4.4.1 and I tried to change regsiter.ascx. To my surprise it didn't change the Registration page. There is no correlation between register.ascx file and the registration page.

Is there an official DNN developer that can tell how does the software build the registration page?

In version 4.5.3 the registration page is build in the core :/ see manageusers.ascx and manageusers.ascx.vb in admin\users
