You need to ensure that you have granted the ASP.NET process acocunt access to the entire DNN directory.  In Windows 2K3 server this would be the (NETWORK SERVICE account)

If you have Plesk installed and setting the binary (.dll) file with FULL CONTROL on the NETWORK SERVICE account does not work, then also set the Plesk Domain User and Plesk IIS WP user with full control.

Thanks for your response. but i gave all the permissions (including NETWORK SERVICE). but nothing works, i am getting the same error. and one more thing i need to specify,  i copied the same webapplication and tried with other machine which has (Win-XP, IIS, ASP.NET 2.0) but still i am getting the same error eventhough i gave all the permissions rite from the root folder.

if i want to deploy my dotnetnuke webapplication in some other machine (Windows-XP or Win-Server-2003), what all the files need to copy. wheather i have to copy Library folder, Website Folder or the Dotnetnuke solution files.

please give some solutions its very urgent...

In your source code, delete the reference to the countrylist box and then add it back in and recompile.  From this excercise you will know where this file is expected to be located at.
