Okay found what I was looking for while checking another problem. The Moderate title can be changed in ModerateUploads.ascx.resx. The name is ControlTitle_moderate.text. And it looks like the name and value for Add New Item were missed in the localization files. It took awhile but under DesktopModules/Repository/App_LocalResources there's an empty Form.ascx.resx. In this file you need to add tthe following:

<data name="ControlTitle_userupload.Text">
  <value>Add Stuff</value>
 </data>

Thank's Mikeh. I managed to translate title with its help. Thank you very much. I do not know if you could help. Someone know how can I make a module don't appear when I don't have any information to display? Example: If I have 10 announcements but all of them expired yesterday, the module container still appear even if blank. I can't leave that way. I need that if I have announcements to display, the container and the announcements appears, but if all of them expired, the module shouldn't appear. Elver Montoro - MicroPower

Elver,

I suggest that you use modules from Locopon and Apollo for localisation.
I am translating titles module and hiding/showing modules depending of languages.
