I can't seem to get IIS to access the DNN directory.  It is at least partially working because I'm getting the "website under construction page" but I think that is coming from the Default Website not the DNN.

If you have your DNN installation in the same directory as your "under construction page" then it is likely that the construction html page (index.html, default.html, etc) is higher on the browser execution list than your DNN "default.aspx" page (you have to be sure that default.aspx is on your default documents list and listed on top or at least above any documents already in your directory).
