I ran the page again today, and managed to get into the install wizard this time.

My changes

       - restarted the IIS process pool the app is set to execute under

       - ran the page locally from the server

I'm not sure which resolved the issue :)

I had the same issue when I first started out with DotNetNuke. I too had applied all the correct permissions for network service etc and still got the error.

Restarting didnt help and when I realized what the problem was I started kicking myself around the office!

When I downloaded the install package, windows has that great little security service that blocks all downloads even after extraction so it wouldnt let me get to run the files.

To fix this and with any other software downloads from the web I had to right click on the install pacckage and select properties then I simply clicked on UNBLOCK and hey presto, installed and ran without a single issue.

Hope this helps someone somewhere
