if anybody has any suggestions on creating and using a new navigation provider - i would appreciate it

Not a navigation provider, but check out my new menu module which can act as completely separate menus (can tie into the tab structure or be completely independent).  http://www.seeleyware.com/ProductsModules/SWMenu/tabid/341/Default.aspx

You know though... thinking about it I'm guessing this is not really what you are wanting but I'd through it out there anyway just in case it would be useful for you.
