This is my first experience with DNN, IIS, SQL express, Web Developer Express so I'm sure that I have just missed something simple. With Web Developer Express  and the DNN starter kit I am able to create a new project from the DotNetNuke Application Framework. Using the quick installation ctl-F5 I am able to complete a successful build as seen from the Web Developer output window. I set the DNN website directory and subdirectories to allow Network Service full control. i get an 403 Forbidden error when accessing the root website  http://localhost/DotNetNuke%20Website from IE.

Could someone shed some light on this?
