Try creating a role eg. "Module editors" assign the desired user to that role, and in the module settings, give edit permissions to that role.
That might work, I'm having the same problem with the blog module at the moment.

I believe that I have not explained well, I want to give permissions to a role in order to access the Module Settings (Change the Categories, Attributes..) without editing permissions on the page.

If I give permissions for the Module but not the entire page, they can not access the module settings. They only can upload new elements or moderate.

I do not understand, because on ALL my pages, I have someone in a group who is able to EDIT one module, without having the edit permission on the page. He can change ALL settings in this particular repository module. Or maybe I did not understood correctly your question.
