Can somone help me understand why Dnn portal pages jump around while rendering on the browser? This site as an example will begin rendering on the right side of the screen then jump to the middle as more content is downloaded to the browser. Is this as a result of the modules and how the work or perhaps the skin used? I would like to begin working on a site and avoid this type of rendering.

All HTML renders in the order that the html elements are laid out of the page.  
As such this is effectively TOP to BOTTOM ... with the TEXT elements loaded first then each seperate image element after that.

Once the TEXT elements are all downloaded the WEB BROWSER will then display the basic web page - with the images drawn later.

What im guessing you are seeing however - its not the HTML rendering but the arrival of images on you web page.

Images are downloaded in sync with the page - and depending on your web browser settings not all the images can be downloaded at the same time and in addition since the size of each image may vary -  different parts of the page can appear to pop up as that sections associated images are displayed.

This is the same for ANY web site that is graphical in nature ... and in reality there is not a lot that can be done about it. 

Its not really got a lot to do with DNN as such - but is more a fact of life for large complex graphically dynamic sites.

The problem is that your browser can only display the items as it receives them, and as each additional page item arrives, the browser can be forced to re-layout items that were previously displayed because they no longer fit in the space that was originally allocated.   Hence the jumpy rendering as several items are drawn and then moved.  

To improve the situation, each page item should have size attributes  (in the CSS) so that the browser can allocate the layout correctly the first time - but even so it will probably still have some jumping.
