I would like to create a sub-super user acount.  Under this account, a moderator like person could authorize new users when they apply and could set any special roles required for a new user.  I have only been able to accomplish an all or nothing solution with regards to giving admin persmissions.  Has anyone acomplished this?

Currently there is no way to accomplish this.

I have been toying around with the idea of building a user management module that can bse used in this manner, but just haven't gotten the time.

That kind of a module would certainly solve some issues I've run into working around this.  We've had to use separate portals to limit admin functions to lower levels, which is a bit inconvenient when you need to deal with single account access and menus.
