Ahh okay. Yes that feature isn't there anymore. Well it's there but it's all in the template you use/create.

When you changed the directory did you go outside of your DNN install (IE: DNN is installed at C:\DotNetNuke and you pointed the Repository storage location to C:\RepositoryStuff)? If it's not somewhere in the DNN directory you'll have to set the permissions on the storage directory. Network Service will need Change permissions on the directory.

If you didn't go outside of the DNN install then it may have to do with the File Manager. Go to the File Manager and find the directory you setup and then check the Folder Security Settings (bottom of the page). Registered Users will most likely need to have Write permissions to it (All Users if you're going to allow anonymous uploads)..
