Is there anyway to keep modules visible even when a user is navigating to a host or admin page?

How exactly do you meain - keep visible ?

If you mean - modules in other parts of a skin or marked as show on all pages - then the answer is no.
The admin area only utilises ONE content area - and treats all others as though the dont exist.

There is one exception to this rule - and that is if you create an EDITABLE skin object.

We do this for some of our clients who like to update the heading area of their site - and who
insist that all pages show the heading area.

Basically we created a [HEADER] skin object that has two panels - LIVE and EDIT.

The LIVE panel is just a basic label field.

The EDIT panel is a DNNTEXT component.  When an admin logs on they can edit the contents on the SKIN object.
The content of the [HEADER] is stored in a record attached to the module - SiteSettings.
