Can I allow registered users to add links without allowing them to delete existing links? (which would happen if I give them edit module permission) Also, the links they add would be visible to everyone?

As of right now this functionality is not available with the core links module.

You could do some fairly simple customization to accomplish it

I would also like to give my users a board where they could post good links. Maybe moderated....

You could do this and much more very easily with XMOD with little development knowledge.
