I am having problems creating a new blog entry. When I try to create it, I get the following error on screen.

Module Load Warning
One or more of the modules on this page did not load. This may be temporary. Please refresh the page (click F5 in most browsers).

I tried upgrading to 3.03.07 to fix it and it didn't work

The error I get in the Event Viewer is as follows:

There is a thread out there that is somewhat similiar. I checked my cache settings and it's set at 0. Any help would be greatly appreciated
