The error message is from a user trying to access a page via a link that they do not have view permissions to.

Login as admin/host and you can modify the permissions on that page.

I'm getting the same message when I try to download any Module - even after I'm logged into Dotnetnuke.com

Am I missing something - do I need to upgrade my permissions somewhere?  how?

Try clearing out your temporary internet folder in IE.  If the allocated space is full, additional files (cookies) may not be created properly.
