Same result after restarting, recycling and resetting IIS.

Hello,

I have the same problem. The password reminder mail is also in the portal language in place of the user language.
Have you find some solution to solve this ?

there has been logged an issue, that the portal welcome message is sent out BEFORE the user profile is saved, therefore it can be sent in portal default language (or user's browser language) only. Did you enable browser language detection?

No, i dont use browser language detection ? Not with core, not with DSLocalizator.
