AFAIK: Yes,  if the image contains an image of the text.

Re Transparancy. I do not think this is possible as the flash image rotator only works with standard jpegs.
You may be able to composite or use the html editor method to replicate the BG.

Tip: If you do the type in Photoshop it does not look like text on the rest of the site.
I make my text / layout in an html editor, put it into preview mode and then copy the active window to the clipboard (left alt + print screen)
Then past as an image into photoshop whatever image editor you use.
