Okay, looks like I got past this error...
 
It was not a file permissions problem...
 
A few things... Firstly, I found a problem referred to in another post. If you change the web.config setting for password length BEFORE you run the install, the system will error out, even though it states that installation was successful. To verify this is happening, check the users table that was created to see if there are users in there... should be two users created (host and admin).
 
The other issue I ran into a lot was uninstalling and retrying installations. Even though "retrying" appears to complete it's tasks (a much shorter list), it appears it does not actually verify everything... just skims over stuff. So I basically decided that I would wipe out the old web folder and replace it with a newly extracted version. Then I would delete the SQL Database and recreate from scratch. This was to ensure a fresh new install.
 
I was finally able to get to the Home page. Still see some errors, etc...

If you change the minimum password length to a number higher than 4 then the Host user will not be created (as it has a password by default of host which does not satisfy the modified requirements) and if higher than 5 the admin user will not be created, for the same reason.  This latter situation will cause the portal to not be created, which is the error that you are ctually seeing.

You can however, get this to work by editing the Install template (DotNetNuke.Install.resources in 3.x, DotNetNuke.install.config in 4.x) in the Install folder, and changing the passwords for the host and admin user in the template to values that satisfy your updated requirements.
