DotNetNuke Upgrade Error

The Assembly Version ( [ASSEMBLYVERSION] ) does not match the Database Version ( [DATABASEVERSION] )

ERROR: Could not connect to database.

The stored procedure 'dbo.GetPortalAliasByPortalID' doesn't exist.

This is the error , I receive. I know this is very common error among most of the DNN users but no body has mentioned this error encountered on any hosting solutions.

These are my steps:-

1. Unzipped the DNN install package
2. Uploaded the files on my root folder.
3. Created a database say "website_dotnetnuke" and created a user with DBO rights on this database.
4. modified the web.config file  properly for the sitesqlconnection tag.

And when i ran the page http://mywebsite/default.aspx , i got the above error. See I cannot restart the IIS and I don't think those idiot hosting provider (who earlier told me that they support DNN and will provide this to me but later i found I have only  ASP.Net 1.1 with no DNN service there with them) will restart the IIS. However I asked them to check for the rights on root folder too.

I will be very greatful to the genius who can help me in this situation. Any solution will be actually kindful.
