I guess the better way to phrase is would be that Google will only display YOUR incoming links when using the link: query if YOUR PR is >=4.

Ok, that sounds like a valid statement, although I would tend to think it is more towards the page being linked to still being new or at PR0 (sandboxed) for some other reason.  
I couldn't find any PR0 pages that had links to them listed using the google Link: command.
Also keep in mind that sites are not given PageRank -- pages are given PageRank, so you could have a site's home page with a high PR but have other pages on that site which do not show links to them yet.

Right. I had a couple examples from Snapsis, but my laptop locked-up and I already spent more time researching this than I'd like to admit. :)

I found a few older links and posts that link to your free Simple NavList; however, the page rank of that page is PR3 and none show...though this is laden with assumptions and assumes that the site linking in to Snapsis is indexed with Google, etc, etc.

...and found a link to your free PB module on a Czech ( I think Czech) site in their forums posted by our favorite combat-boot wearing, gun-down-the-pants sporting, X-marks-the-spot ASP.net programmer.  ;)
