I have added a new user to the portal. I then add them to a page that has the Document Module with View and Edit priviledges under Settings. When logged in they can select "Add New Document" but the link for "Upload New File" does not appear under the Link/File Name: input field. I have to add them to the Administrator role before they see it. We do not want to do this because then they can edit any page in the portal.

I have this same problem.

 

Upload New File don't appear.

 

I'm add,  it's possible to select existing attachment but Upload New File don't appear.

Please help.

The permission of file upload control should be set at Admin->File Manager.
