I also have the same question and not sure of your response.

Within lets say the contentpane I want to switch between 3 viewable html/text modules.

Tab 1= Past Tab 2=Current Tab 3= Future

When selecting  the tab the HTML/TEXT module containing the text would be displayed.

"Past" Would show past results

"Current" Current results

"Future" Would be future results.

How is this implemented within the page or skin ???

The tabstrip is a control that would be implemented in a custom module.

I suppose you could add it directly in your skin or a new skin object, though I don't think this would be a good idea.
