This error is because your Application Pool user does not have the correct permissions on the Windows\Temp directory. Check the permissions on the directory.

Is it possible to redirect the TEMP variable or the location where the App. pool user is writing all temporary files...??

Does the web.config file have such a feature...???

You can check which account your app pool is using.  Go into the Application Pools in IIS and look in the Identity area.  If you're not sure which app pool your site's using, first look in the properties for the site in IIS.  It's in a drop-down list at the bottom of the "Home Directory" tab.
