On the site I have at work, when we allow a user page admin rights they can upload a file for a new link, but are unable to upload (the link is missing) when they go in to edit a link.  Is there a way to get this to happen, or to allow certain users access to the file manager without making them a site or host admin?  Thank in advance for any help!!!

users can upload files to folders, for which they got "write" permission for the appropriate folders in File Manager. This works for all modules, that use the core URL control.

Thank you for the reply!  The problem is that the upload link only appears when someone is creating a new link.  It is not present when someone goes in to edit it.

even if you select a folder, the user has write permission to?

My teammate figured out the problem, and it was a security issue as you said.  I was misunderstanding something and she explained it to me.  I apologize for the waste of time and appreciate your help.
