I added two new List Type Profile fields and supplied the list of items for each of the fileds. However, now when a user (including admin) logs into the site they are prompted to complete the two fields (they were set to required). The fields show up with no elements in the drop down list so there is now way to get logged into the system because we can't get past the required fields.

Does anyone have a way that we can at least get the administrator past this error so that he can fix the fields in question?

you need to alter the "required" flag in table ProfilePropertyDefinition of your database.
