I need primary navigation running horizontally (like tabs) across the top of the page and secondary navigation running vertically down the left side of the page. I assume SOLPARTMENU should be used for both sets of navigation. 

Here is an example of the structure I am describing: http://www.native-landscaping.com/invasives.htm. 

For the left-channel secondary navigation, how do I configure SOLPARTMENU so it only shows the submenus of the primary navigation?

I would only use one solpart menu in a page, otherwise your page load will be too high. So use a third party menu or even just links skin token.

    <Name>rootonly</Name>
    <Value>true</Value>
   </Setting>

Will give you the parent only for your horizontal
