DNN 4.6.2 Links Module Problem

Navigation Hierarchy:
Academics
     Elementary
          Classes
               Pre-K
               Kindergarten
               1st Grade
               2nd Grade
 
 Caveat:
The “Classes” page is Not Included in the menu as well as Disabled (shouldn’t matter and I don’t think this has any bearing on my problem).
 
 Problem:
On the Elementary Page I have a Links Module (in dropdown mode) which houses links to the pages under the Classes page (i.e. Pre-K, Kindergarten etc.). When I use this links module while logged in all is well and navigation works as desired. However, when I log out, none of the links will navigate off from the Elementary page.
 
 Note:
I have a Junior High page with the same Links Module linking to Junior High Classes and it works fine.
 So, all links work while logged in and only the Junior High works when browsing as a guest. I’ve checked everything I can think of, any ideas?

Ok I've learned something more:

I printed out the Links Module configurations settings on both the Elementary and Junior High pages and notices one slight difference and it was the Cache setting.  The Links module on the Elementary page had its Page Settings | Basic Settings | Cache Time set to 60 and the Links module on the Junior High page had this same setting set to 0.  I don't know if 60 was an old default (as I did an upgrade on our DNN instance just a few days ago) and now it is 0 or if the default has always been 0 and one of my colleagues or I changed it inadvertently on the Elementary page but I thought this might be useful to someone.

Can anyone inform me how or why the cache setting is causing this on the Links Modules?  In addition why it is different when browsing as a guest vs when logged in as a page author.

This has been a known issue for quite some time. It only affects the Drop Down Links and shows itself once the cache time is set to anything greater than 0. I thought I had solved the issue by bypassing caching when using the DDL, but it appears to not have worked. I will look into this, but to be honest, the links module is about to be re-written.
