Sir:

I need some helps in deploying the web site to another server;

I have developped an application as in localhost/dotnetnuke/ in my local machine

then copied the whole things --- database and .net files to my testing servers.  

as .net to d:/apps_dev/ 

configure a virtual direction, make it an appliction on iis;

but when naviage to http://server/apps_dev/ it always go back to http://localhost/dotnetnuk as my local machine

What did I missed???

You missed the portalalias.  Go into SQL, find the portalalias table and change localhost/dotnetnuke to server/apps_dev and you should be good to go.
