I remember on a thread in 2007 that on a previous upgraded DNN with some failed upgrade can caused this error by using the Iupgradeable.  the Iupgradeable didn't then run correctly.  To fix this issue a manual workaround of the forums database is needed.  This coused many hours about all tables and spocs have to check manually.

Also there was posted a workaround from phillip becker (if I remember right) to rerun the iupgradeable, but this needed work in the source.

I am having this same issue with a new DNN 5.0.0 install, not an upgrade.  I am using discountasp.net hosting service and have IIS setting = ASP .NET 2.0 or higher and DNN .NET Framework setting = 2.0.50727.3053.  This does not appear to be a caching issue as it happens when I first login as registered user not super user.  Please advise.

Kevin looks to me the registered user role didn't have access permissions to the forum.  Have you read the user manual (version 4.4.4) from the project doenload page on Forge?
